ATAC assisted the NDDOT in performing a user cost analysis for the reconstruction of State Street/Boulevard Avenue in Bismarck. The analysis estimated user costs based on the capacity reduction through the work area as well as additional traffic impacts on diversion routes. The 2.2 mile corridor serves as a major north-south arterial with several signalized intersections. The INTEGRATION simulation model was used to estimate impacts.
