The benefits of an incident management system (IMS) are well known in large urban areas; however, little information is available about the feasibility of such a system in small-medium size urban areas. The INTEGRATION traffic simulation model was used to estimate the potential benefits of an IMS for a case study using I-29 in Fargo, North Dakota. Travel times and average speeds were significantly improved using a combination of traveler information and traffic management strategies.
